The Road Engineering Association of the Philippines (REAP) was born out of the desire of a group of road engineering practitioners to establish an organization whose members, equipped with the technical know-how in the planning, design, construction and maintenance of roads and allied structures can communicate, collaborate and educate each other.

REAP was established in 1976 in preparation for the holding of the 2nd REAAA Conference in the Philippines in October 1978. It was established through the efforts of the then Department of Public Highways (DPH), with Secretary Baltazar Aquino elected as the first REAP President and other DPH Officials as officers. Secretary Aquino became the first Honorary Member of REAAA.
