The Road Engineering Association of the Philippines (REAP) was born out of the desire of a group of road engineering practitioners to establish an organization whose members, equipped with the technical know how in the planning, designing, constructing and maintaining roads and allied structures can communicate, collaborate and educate each other.
The REAP was established in 1976 in preparation for the holding of the 2nd REAAA (Road Engineering Association of Asia and Australasia) Conference on October 16-20, 1978 in the Philippines, through the efforts of the then DPH (Department of Public Highways) Secretary Baltazar Aquino as REAP President and other DPH Officials as officers. Secretary Aquino became the 1st Honorary Member of the REAAA.
In 1979, DPH Assistant Minister Nestor A. Quinto, REAP Secretary appointed as Executive Director by Minister Baltazar Aquino, on the following reasons:
In 1981, then MPH Deputy Minister Oscar Rodriguez became the second REAP President. In 1982, the REAP Board passed a resolution electing then MPWH Minister Jesus Hipolito as REAP President.
In 1986, the MPWH Assistant Minister Jose F. David & City Engineer Romulo M. del Rosario of Manila elected as REAP President and Vice-President, respectively. The presidential post was left vacant with the retirement of Mr. David and although it were through a period of inactivity, the dedication of its members provided the continuing life of the organization.
In a move to revive the association, an organizational meeting was held on February 1990 through the efforts of Engr. Romulo M. del Rosario who was promoted as DPWH Undersecretary. This meeting was marked with the amendment of the REAP By-Laws, the election of a new set of Officers and Board of Directors and notably the participation of the private sector along with the government sector involved in road engineering and selected fields.
Contractors as well as consultants from the private sector are now involved in REAP undertakings.
In the first General Meeting of the Officers and Board of Directors on March 23, 1990, the body agreed to prepare the necessary insertions in the By-Laws, naming the Secretary of Public Works & Highways as Honorary Chairman of the Board. The Incumbent Secretary of the Department of Public Works and Highways DPWH is being named as Honorary Chairman of the Board considering the close relationship that is inevitably established between the DPWH and the Association in view of REAP’s objectives which focus on road engineering. During that time as per Resolution No. 3 dated April 15, 1990, the first REAP Honorary Chairman of the Board was then Honorable Secretary Fiorello R. Estuar.
True to its objectives, REAP has been advancing the science of road engineering and continuing education, REAP had six (6) scholars for the Masteral Course in Civil Engineering, Major in Transportation Engineering who were graduated from the University of the Philippines. Funds were provided by the Department of Science and Technology (DOST), through the Philippine Council for Industry and Energy Research and Development. This effort was made during the term of Dr. Angel L. Lazaro III (1992-1994) & DPWH Senior Undersecretary Manuel M. Bonoan(1994-1996).
REAP has created eight (8) chapters: Region I – La Union, CAR – Baguio City, Region VIII – Eastern Visayas, Region X – Cagayan de Oro City, Lanao del Sur, Region XII- Koronadal City, North Cotabato Engineering Office & Region XIII – Butuan City.
Through the efforts of the first Filipino REAAA Individual (Regular) member who later became member of the REAAA Governing Council, Engr. Alfredo Torres, former DPWH Regional Director, Region IV-A, former DPWH Assistant Secretary Jose F. David and retired DPWH Undersecretary Romulo M. del Rosario who was also became an individual member of the REAAA Governing Council in 1990, who later indorsed REAP to be an Institutional REAAA Member.
REAP was elected as Institutional Member of REAAA in 1990, and became a member of the REAAA Governing Council in 1992, represented by former Undersecretary del Rosario as REAP President. From then on, REAP sent its representative in every REAAA Governing Council Meeting to be held twice a year in different Asian countries. Dr. Angel L. Cammayo, 2005-2007; former DPWH Undersecretary Bashir D. Rasuman, 2007-2011 and 2011-2015, DPWH Undersecretary Jaime A. Pacanan.
